                              EXPLANATION OF VOTES

         MR. PRESIDENT: I was necessarily absent from the Senate chamber
    when the votes were taken on the following bills. Had I been present, I
    would have voted aye on Senate Files 2348, 2365, 2411, 2430, 2085 and
    2195.

         I would have voted nay on Senate File 2366 and amendments S-5278,
    S-5379, S-5377 and S-5359 to Senate File 2195.
