1 17 "3. SPARE PARTS. There is appropriated from the
1 18 rebuild Iowa infrastructure fund of the state created
1 19 in section 8.57, subsection 5, to the Iowa
1 20 communications network fund created in section 8D.14,
1 21 for the fiscal year beginning July 1, 1996, and ending
1 22 June 30, 1997, the following amount, or so much
1 23 thereof as is necessary, to be used for the purpose
1 24 designated:
1 25 For establishing and maintaining a spare parts
1 26 depot related to the network:

1 28 4. COMPUTERS, INTERNET CONNECTION, AND RELATED
1 29 COSTS. There is appropriated from the rebuild Iowa
1 30 infrastructure fund of the state created in section
1 31 8.57, subsection 5, to the Iowa communications network
1 32 fund created in section 8D.14, for the fiscal year
1 33 beginning July 1, 1996, and ending June 30, 1997, the
1 34 following amount, or so much thereof as is necessary,
1 35 to be used for the purpose designated:
1 36 For the purchase of computer equipment to be used
1 37 in connection with the network, providing for
1 38 connections to the Internet through the use of the
1 39 network, and for maintaining the regional scheduling
1 40 system:
1 41 .................................................. $ 110,000".
1 42 #8. Page 4, by inserting after line 19 the
1 43 following:
1 44 "Sec. 101. STUDY.
1 45 1. The Iowa telecommunications and technology
1 46 commission established in section 8D.3 shall
1 47 coordinate and assist in the completion of a task
1 48 force study concerning the provision of access to the
1 49 network to authorized users, including access to the
1 50 Internet. The study shall include a review of any
2 1 legal and practical issues which are identified by the
2 2 commission or the individual members of the task force
2 3 created to conduct the study.
2 4 2. a. The Iowa telecommunications and technology
2 5 commission shall establish a task force to conduct the
2 6 study under subsection 1 composed of public members as
2 7 deemed appropriate by the commission.
2 8 b. In addition to the public members appointed by
2 9 the commission under paragraph "a", the majority and
2 10 minority leaders in the senate and the speaker and the
2 11 minority leader in the house of representatives shall
2 12 appoint one member each to serve on the task force.
2 13 The legislative appointees are eligible for per diem
2 14 and actual expenses in the fulfillment of their duties
2 15 as members of the task force.
2 16 3. The Iowa telecommunications and technology
2 17 commission shall utilize funds from the appropriation
2 18 for the study relating to the sale or conversion of
2 19 the network contained in 1995 Iowa Acts, chapter 210,
2 20 section 4, subsection 3, that remain unencumbered and
2 21 unobligated on the effective date of this section, for
2 22 the completion of the study to be conducted pursuant
2 23 to this section."
2 24 #9. Page 4, by inserting after line 33 the
2 25 following:
2 26 "4. Section 101 of this Act, being deemed of
2 27 immediate importance, takes effect upon enactment."
2 28 #10. By renumbering as necessary.
