1 3 #1. By striking page 1, line 42, through page 2,
1 4 line 27, and inserting the following:
1 5 "# . Page 4, line 2, by striking the word
1 6 "subsection" and inserting the following:
1 7 "subsections".
1 8 # . Page 4, by inserting after line 11 the
1 9 following:
1 10 "NEW SUBSECTION. 19. The use of the network or
1 11 its services shall not be resold, directly or
1 12 indirectly, to any unauthorized user. The commission
1 13 or an authorized user shall not collect a fee or
1 14 charge, directly or indirectly, for use of the network
1 15 or for any network services, except as expressly
1 16 authorized by this chapter.
1 17 NEW SUBSECTION. 20. Access to the network through
1 18 the use of a modem which permits an individual to
1 19 access the network through the facilities of an
1 20 authorized user shall not be permitted except that an
1 21 educational institution which is an authorized user
1 22 may permit a student or teacher associated with such
1 23 institution to access the network in such manner.""
