AFTERNOON SESSION The Senate reconvened at 2:47 p.m., President pro tempore Bisignano presiding. HOUSE MESSAGES RECEIVED AND CONSIDERED The following messages were received from the Chief Clerk of the House: MR. PRESIDENT: I am directed to inform your honorable body that the House has on March 12, 1996, passed the following bills in which the concurrence of the Senate is asked: House File 2190, a bill for an act relating to the publication of certain notices, ordinances, and amendments by the superintendent of printing. This bill was read first time and passed on file. House File 2324, a bill for an act relating to state employee disclosures of information and making penalties applicable and providing an effective date. This bill was read first time and passed on file. House File 2458, a bill for an act relating to the right to appointed counsel or a public defender, by relating to the eligibility for certain indigents, the recovery of defense costs, and by restricting the right to counsel for certain parents in child in need of assistance cases. This bill was read first time and passed on file. QUORUM CALL Senator Horn requested a non record roll call to determine that a quorum was present. The vote revealed 34 present, 16 absent and a quorum present. BUSINESS PENDING Senate File 2442
