    SMALL BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM

    Final Bill Action: SENATE FILE 2351 (SSB 2286), a bill for  an act
    relating to department of economic development programs, including the
    workforce development fund program and the Iowa small business new jobs
    training Act, providing a supplemental new jobs credit from withholding,
    establishing a rural microbusiness assistance program, increasing the
    funds available for the value-added agricultural products and processes
    program, and making an annual allocation from an appropriation.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 14: Hansen, Judge, Zieman, Bennett, Boettger, Borlaug,
    Flynn, Giannetto, Kibbie, Maddox, Palmer, Sorensen, Szymoniak and
    Vilsack. Nays, none.  Absent or not voting, 1: McKean.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.



    TRANSPORTATION

    Final Bill Action: SENATE FILE 2347 (SSB 2310), a bill for an act
    requiring disclosure of drop-off charges for motor vehicle rentals.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 11: Gettings, Fraise, Drake, Black, Connolly, Dearden,
    Douglas, Fink, Halvorson, Jensen and Rittmer. Nays, none. Absent or not
    voting, 1: Lind.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

    ALSO:

    Final Bill Action: *SENATE FILE 2349 (SSB 2038), a bill for  an act
    relating to transportation by granting the state department of
    transportation condemnation rights for utility facility replacement,
    providing for entry onto private property for sounding and drilling, and
    providing for release of retained funds for public improvements.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 11: Gettings, Fraise, Drake, Black, Connolly, Dearden,
    Douglas, Fink, Halvorson, Jensen and Rittmer. Nays, none. Absent or not
    voting, 1: Lind.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

         *Pursuant to Senate Rule 40, the Legislative Service Bureau
    reported nonsubstantive changes to the members of the Transportation
    Committee on Senate File 2349 and they were attached to the committee
    report.
