    Senate File 463

         The Senate resumed consideration of Senate File 463,  bill for  an
    act appropriating funds to the department of economic development, the
    Iowa finance authority, the Wallace technology transfer foundation,
    division of insurance of the department of commerce, the public
    employment relations board, the Iowa seed capital corporation, the
    international development foundation, and the department of employment
    services and making related statutory changes, and amendment S-3401 by
    Senator Vilsack previously deferred.

         Senator Vilsack moved the adoption of amendment S-3401 which motion
    prevailed by a voice vote.

         With the adoption of amendment S-3401, the Chair ruled the
    following amendments to the bill, out of order:

         S-3307 filed by Senators Vilsack and Tinsman on March 30, 1995, to
    page 23.

         S-3310 filed by Senator Giannetto on March 30, 1995, to pages
    18-23.

         S-3313 filed by Senator Lind on March 30, 1995, to page 5.

         S-3316 filed by Senator Vilsack on April 3, 1995, to pages 1, 2, 9,
    17 and 23.

         S-3317 filed by Senator Douglas on April 3, 1995, to pages 2 and 6.

         S-3321 filed by Senator Borlaug on April 3, 1995, to page 3.

         S-3322 filed by Senator Borlaug on April 3, 1995, to page 10.

         S-3323 filed by Senator Borlaug on April 3, 1995, to page 6.

         S-3324 filed byl Senator Borlaug on April 3, 1995, to page 6.

         S-3325 filed by Senator Borlaug on April 3, 1995, to page 5.
