         S-3331 filed by Senator McLaren on April 4, 1995, to page 7.

         Senator Vilsack asked and received unanimous consent that House
    File 512 be substituted for Senate File 463 as amended.

    House File 512

         On motion of Senator Vilsack, House File 512, a bill for  an act
    appropriating funds to the department of economic development, the Iowa
    finance authority, the Wallace technology transfer foundation, division
    of insurance of the department of commerce, the Iowa seed capital
    corporation, the international development foundation, the public
    employment relations board,  and the department of employment services,
    making related statutory changes, and providing an immediate effective
    date, was taken up for consideration.

         Senator Borlaug offered amendment S-3403 filed by him from the
    floor to page 6 of the bill and moved its adoption.

         Amendment S-3403 lost by a voice vote.

         Senator Borlaug offered amendment S-3404 filed by him from the
    floor to page 7 of the bill and moved its adoption.

         A record roll call was requested.

         On the question Shall amendment S-3404 be adopted? (H.F. 512) the
    vote was:

         Rule 23, requiring all Senators present to vote except those who
    express a conflict of interest, was invoked.
