William McLennan was born in 1828 in Pittsburgh, Pennsylvania. In 1850, he married Catharine Daugherty in Hamilton County, Ohio, and the couple had three daughters. By 1860, they had settled in Dubuque, Iowa. McLennan went on to serve as a representative in the Ninth General Assembly from 1862 to 1864. Later, he held various city offices in Dubuque and served as a justice of the peace from 1874 to 1875.
