Born in Appleton, Minn., on December 23, 1949, son of Hjalmer and Leona Halvorson. Graduated Appleton High School, 1967. Public administration intern at the University of Minnesota, 1970. B.A. in business administration at Moorhead State University, 1971. Graduate studies in community and regional planning at North Dakota State University, 1972. Fort Dodge realtor, political consultant, and former district manager for Congressman Berkley Bedell. Campaign organizer for Bedell, 1972-78. Executive director, Pipestone Chamber of Commerce, 1973. Member of the Iowa Democratic State Central Committee, 6th Congressional District, 1979-82. Member of the United Church of Christ and Sons of Norway. Assistant Majority Leader 1983-present. Fifth term.
