Born December 24, 1818, in Indiana. He came to Keokuk June 16, 1855. He established a hardware and agricultural implement business and was a member of the firm Sullivan & Templin, railroad contractors. Keokuk had a representative in the sixth session, 1856-1857, in John H. Sullivan. This was the last session of the state legislature to meet in the old capital at Iowa City, and the session that passed the legislation removing the capital of Iowa to Des Moines.
