Representative from Fremont county, was born in Allegany county, Maryland in 1873. Father was Francis Kerr, mother, Jessie (Henderson) Kerr. Moved to Nebraska at the age of five years and attended public schools and graduated from Lincoln Business College in 1896, and in 1902 graduated from the Omaha medical college department of the University of Nebraska. Located in Randolph in 1902 and has been actively engaged in the practice of medicine and surgery. Served as mayor of Randolph for eight years; also was president of the school board and active in all public activities. Member of the A. F. and A. M., I. O. O. F., Knights of Templars, and the M. W. A. lodges. A member of the county, state and American Medical Association. Married Lulu Dodd in 1903, who died June 1, 1934. Has one son, William Hawley, a physician and surgeon located at Hamburg, Iowa. Married Mable Fichter on April 4, 1937. An acting elder in the Presbyterian church. Elected to legislature in 1936. A republican.
