HONORABLE JAMES N. HAYES

MR. SPEAKER: Your committee, appointed to prepare a suitable resolution commemorating the life, character, and public services of the Honorable James Nicholas Hayes, begs leave to submit the following memorial:

James Nicholas Hayes, the son of James A. and Philomena Cody Hayes, was born on February 9, 1897, at Dubuque, Iowa. He attended St. Mary’s Parochial School, Dubuque, Iowa, and Campion Academy and College at Prairie de Chien, Wisconsin.

James Hayes performed honorable active service in the United States Navy from August 18, 1917, to April 14, 1919, on board the following ships and stations: Navy Training Camp, Charleston, S. Car., Naval Training Station, Great Lakes, Ill.; Naval Operating Base Hospital, Hampton Roads, Va., U. S. S. Georgia. A greater part of the time was spent overseas.

On September 6, 1922, he was married to Florence Wickham McVay. To this union five children were born, James N., Marian E., John P., and Florence A. A stepson, Robert McVay, was also raised in his home. Elected to the House of Representatives from Dubuque county in 1929, he served in the Forty-second Extra, Forty-third and Forty-fourth General Assemblies.

In 1933 he was appointed State Automobile Inspector and was a member of the first Iowa State Patrol under Mrs. Alex Miller, Secretary of State. The following year he was appointed Assistant Chief of the State Driver’s License Examiners.

In 1937 he was appointed Field Representative for the Iowa State Safety Council in the eastern half of Iowa.

He was a member of the Hayes-Schleuter Insurance Agency.

Mr. Hayes was widely known in semi-professional baseball circles and was prominent in all branches of athletics at Campion College. In 1922 he played in the Mississippi Valley Baseball league under McGinnity.

He died October 27, 1940, and funeral services were held at St. Raphael’s Cathedral and interment was made in Mt. Olivet Cemetery, Dubuque.

When Mr. Hayes passed away, Dubuque lost one of its finest citizens and his family suffered the irreparable loss of a loving husband and parent.

Therefore, Be It Resolved by the House of Representatives of the Forty­ninth General Assembly, That in the passing of the Honorable James N. Hayes, the state has lost a valuable and honored citizen, and the House would tender, by this resolution, its sincere sympathy to the surviving members of his family in their sorrow; and,

Be It Further Resolved, That a copy of this resolution be spread upon the Journal of the House, and that the Chief Clerk be instructed to send an enrolled copy to Mrs. Hayes.
