Born in Kentucky about 1822. He married Amanda Webster (1838-1861) on October 12, 1856 in Boone, Iowa. They had two children. Dr. J. F. Rice was one of the first settlers in Boonsboro (latter renamed Boone), Iowa and was one of the early physicians and took quite a prominent part in the affairs of the county. He was an editor for The Boonsboro Times (1860-1865). He served as a representative in the 4th General Assembly in 1852. He died April 16, 1867, in Boonsboro.
