Fremont County
Representative from Fremont county, was born at Waynesburgh, Greene county, Pennsylvania, August 11, 1851. His parents were American-born. In 1857 he moved with his parents to Sidney, Fremont county, Iowa. Secured his education in the common schools and in private schools maintained by the Baptist and the Methodist churches. In 1868 began working in his father's (Dr. J. N. Penn) drug store, and in 1876 he purchased the store from his father and has conducted the business continuously since that date. Was for eight years a member of the town council of Sidney. For twelve years served as a member of the board of education of the Independent School District of Sidney. Was chairman of the Democratic County Central Committee in 1900. Was married in 1874 to Miss Mary Z. Gray, second daughter of Mr. and Mrs. John B. Gray. His family consists of wife, one daughter and one son. Elected Representative in 1908 and re-elected in 1910. A Democrat in politics.
