Born in Humboldt, Iowa, November 25, 1873, the son of Rose and Salem Winne. He attended school at Humboldt. After attending college in Des Moines he worked at the People's Bank at Humboldt. In 1901 he was elected state senator from Humboldt, Pocahontas and Buena Vista counties, and at the time was the youngest man ever to have been named to that position. He served three terms, in the 29th, 30th, and 31st General Assemblies, and held various honorary political appointments. Health problems forced him to go to Montana, where he cruised land for railroads and did some drilling for oil. When he returned to Iowa he worked for the Iowa Public Service Company as head of public relations. Mr. Winnie helped organize and was president of the Rock Rapids State Bank. and in 1935 came to Laurens to assist with organization and become president of the Lauren State Bank. He took an active interest in the growth and development of Lauren. He was a member of the Unitarian church, and had been a Rotarian, Elk, Shriner and member of other fraternal organizations during his life. time. Mr. Winne married the former Helen Maloney of Rock Rapids.
