Born in Perry County, Ohio, about 1858. He is the son of Jacob and Cordelia (Ryder) Mitchell. Mr. Mitchell was reared in his native town and received a common-school education. In the spring of 1875 he moved to Vinton, Benton County, Iowa, where he engaged in the purchase and shipment of poultry, butter and eggs, and also dealt in wool. He was elected as Representative to the 23rd General Assembly (1890-1891).
