James Ruckman Bailey was born in Bucks County, Pennsylvania, in May 1818. He married Ann Henderson in Adams County, Illinois, in 1841. They had nine children. By 1856 they had moved to Jacksonville, Illinois, where he was the editor and printer of the Jacksonville Sentinel. After Ann's death in 1860, he married Mary Williams and they had five children. He died in Jacksonville, Illinois, in 1880.
