Born in 1809, in Virginia. He was a Virginian, smart and clownish in his manners. Mr. Hughes was a Democrat. He was elected to serve in the First and Second Legislative Assembly, 1838-40, representing Henry County, Iowa. Mr. Hughes was a farmer. In 1860, he moved to Madison County, Iowa.
