Fleenor was born in 1791 in Three Springs, Washington County, Virginia. He married Lydia Margaret Fleenor in Washington County, Virginia, on October 24, 1812. They moved to Rush County, Indiana, before moving to Pleasant Grove township, Des Moines County, in October 1836. They had nine children. He represented Des Moines County in the House of Representatives of the Second Legislative Assembly of the Iowa Territory. He died July 26, 1841, in Pleasant Grove, Des Moines County, Iowa.
