James M. Clark was one of the earliest settlers in Wapello township. He was a Whig from Louisa County who served the people of Louisa, Muscatine, and Slaughter (now Washington) counties in the Council of the First and Second Legislative Assemblies of the Iowa Territory, 1838-1840. He served as President of the Council in the extra session of the Second Territorial Assembly.
