Born in Saratoga, New York, in 1813. Mr. Bissell was a practicing attorney. He was postmaster at Rochester, Iowa, Cedar County, Judge of Probate, and a Cedar County judge. He was a delegate to the Iowa Constitutional Conventions held in 1844 and 1846. Mr. Bissell was married November 16, 1839, to Abbie M. Bennett. He served in the 1st Iowa General Assembly in 1846 representing Cedar, Linn and Benton counties.
