George Washington Lucas was born in Scioto County, Ohio, on December 9, 1807. He married Jane Spalding on December 19, 1833, in Greene County, Illinois. By 1850 they had moved to Fremont County, Iowa. He was a farmer and the senator for the fourth and fifth general assemblies for Mills, Montgomery, Adams, Union, Ringgold, Taylor, Page, and Fremont counties. He introduced the bill that moved the capitol from Iowa City to Des Moines. By 1870 he was living in Holt County, Missouri. He died December 30, 1881, in Holt County, Missouri.
