Born February 25, 1828, in Erie, Pennsylvania. He was a builder and in the lumber trade. He was the Quartermaster in the First Reg. Iowa Vols. In August 1861, he was Chairman of the New Republican Club, organized soon after the first nomination of Lincoln. He was also Chairman of the Republican Party organization. His lumber yard in May 1860 was on 5th and Larimer Street, near the bridge, and his mill in operation on Plum Creek. Mr. Moer represented Mills County in the Sixth Iowa General Assembly, 1856.
