Born in Hampshire, Virginia, in 1822. William married Mary Ann Edgerton on April 3, 1843, near Marion, Indiana. They had 6 children. They moved to Sidney, Fremont County, Iowa, about 1852. He was elected to the House of Representatives for the 6th General Assembly (1856-1858). William Kelsey practiced law in Sidney, Iowa, in partnership with Mr. Percival. He entered the service of the United States, as a volunteer, in September 1861, in Omaha, in the Territory of Nebraska, as a First Lieutenant of Company A, commander, Captain M. Patrick, in the "Nebraska Cavalry," William was afterwards Captain, and then Major William Kelsey of Company A. Major William Kelsey died February 28, 1862 of typhoid fever, and was buried at Fort Heiman, Kentucky.
