Born in Washington County, Pennsylvania, in April 1821, and lived there until 1833 with his parents. He then removed to Carroll County, Ohio where he served as apprentice to the milling business. After serving three years at the business he attended Mt. Pleasant seminary for two years. In 1856, he came to Keokuk County, Iowa and engaged in the milling business and built several mills in this county. He has held various township offices. Mr. Haycock is one of the prominent businessmen of the county. He represented the county in the State legislature in 1868 and served with credit to his constituents and honor to himself. He married Miss Elizabeth A. Hargrove, November 1, 1843.
