Carlos C. Applegate was born in Enfield, New York, in 1804. He was a town supervisor, justice of the peace, and a commissioner of schools in Enfield. He and his wife, Melissa Stone, had five children. She died in Scott County in 1868. He married Anna Rightmire of Ulysses, New York, in Waverly, Iowa, in 1869. He was a farmer and a grain dealer. He died in Scott County in 1886.
