Representative from Clinton county, was born in DeWitt in said county July 31, 1879. His parents were pioneers of Iowa, his mother being a native of the State, and his father, who was born in Illinois, came with his parents into the State in 1852. His early education was acquired in the public schools, graduating from the Clinton city high school in 1897. Then attended the college of St. Mary's, Kansas, taking a classical course, graduating in 1901 with the degree of Bachelor of Arts. Then attended the Georgetown University in Washington, D.C., taking a post-graduate course, and received from that institution the degree of Master of Arts in 1902. He took a law course in Georgetown University, graduating therefrom with the degree of Bachelor of Laws in 1904. Took the examination for admission to the bar before the Supreme Court in October, 1904, and was then admitted to the practice of law. Formed a partnership with his father, under the firm name of Wolfe & Wolfe, in the practice of his profession, in Clinton in 1904. March 1, 1906, went to Europe and entered the University of Berlin, taking a course of lectures on the municipal laws of Germany and in political economy, and perfecting himself in the German language. While in Germany he was nominated by the Democrats and elected to the House of Representatives, November 6, 1906. He returned from Europe in January, 1907, in time to take his seat as such Representative. Re-elected in 1908. A Democrat in politics.
