Representative from Page county, was born near Grant, Montgomery county, Iowa, March 7, 1870. His father, David Stipe, was born in West Virginia, and was a soldier in the War of Rebellion. His mother, Amy Overman Stipe, was born in Ohio. Educated in the rural schools, Villisca high school, Western Normal College at Shenandoah and Highland Park College at Des Moines. Edited The Call at Stanton, Iowa, four years. Studied law in the offices of Judge McPherson and Attorney R. W. Beeson at Red Oak, and took a special course in law at George Washington University, Washington, D.C. Was admitted to the bar by the Iowa supreme court, and is now in the practice of the law at Clarinda, Iowa. Was clerk of the committee on interstate and foreign commerce in the Fifty-ninth and Sixtieth congresses. Chairman of the republican county central committee for two years and of the Eighth district republican congressional committee for four years. Is a member of the Masons, Elks and Odd Fellows lodges. Elected representative in 1910, and re-elected in 1912. A republican in politics.
