Representative from Wapello county, was born February 28, 1877, at Mexico, Audrain county, Missouri. Attended public school and graduated from the high school of Bloomfield, Davis county, Iowa, in 1896. Graduated from the State University of Iowa in June, 1900, with degree of Bachelor of Philosophy. Studied law and was admitted to practice by the supreme court in October, 1902, and has since been engaged in the active practice of law at Ottumwa, Iowa. Was assistant county attorney of Wapello county from 1907-1911. Was married September 11, 1912, to Martha L. McGavic. His father, J. H. Mitchell, was a member of the state pharmacy commission, appointed by Governor Horace Boies, from 1890 to 1893. Elected representative in 1912. A democrat in politics.
