Representative from Polk county, was born in Madison county, Iowa, January 19, 1867. His parents, Mr. and Mrs. T. L. Fraley, were natives of Ohio and came to Iowa in 1849. He attended school in Winterset, and in 1883, during the gold excitement, he went to the Black Hills. At the age of nineteen, he formed a partnership with Rothwell Bros., contractors, and located at Chadron, Nebraska. Was married in 1887 and came to Des Moines In 1890. In 1894 was elected school director and served three terms. In 1902, was elected councilman, serving three terms. Elected representative in 1910. Re-elected in 1912. A republican in polities.
