Representative from Monroe county, was born on a farm near Albia, Iowa, October 6, 1871; was educated in the rural schools and Albia Academy, attended normal institute and taught two terms; graduated from the Gem City Business College, Quincy, Illinois, 1894, and attended Parsons College, Fairfield, Iowa; studied law in the office of Judge Henry L. and George W. Dashiell, admitted to practice in 1899, and has practiced in Albia ever since; also owns and operates a farm. His father, A. M. Giltner, and his mother, Mary E. Giltner, nee, Newell, came to Monroe county, Iowa, from Indiana as early settlers. His family consists of wife, Hattie E. Giltner, nee, Galliher, and five children, three daughters and two sons. He was elected representative in 1916. Re-elected in 1918. He is a Presbyterian, Mason, Yeoman, and republican.

Giltner, a member of the 16th General Assembly of Iowa, and his mother Mary E. Giltner, nee Newell both having come from Indiana to Monroe county, Iowa, as early settlers. His family consists of wife, Hattie E. Giltner, formerly, Galliher, of Jefferson county, Iowa, and of pioneer descent, and five children, three girls and two boys. Was elected representative in 1916, and is a republican in politics.
