Representative from Cherokee county, was born at Brandon, Wisconsin, November 3, 1853. After completing the public and high school, he engaged in teaching, going to Aurelia in 1876, where in 1878 he was married to Josephine Batson of Fairwater, Wisconsin. They took up their abode on Mr. Lockin's farm where he spent fifteen years in extensive raising and feeding of live stock. In 1887, he was elected to the legislature. In 1895 the family removed to Aurelia, where he built a grain elevator which he operated for ten years. Mr. Lockin has been most active along educational lines. He is a member of the Aurelia school board, having served in that capacity for the past twenty-two years, and was secretary and treasurer of Morningside college for nine years, having the management of its endowment fund. He also served four years as mayor of Aurelia. For the past twenty years he has been in the real estate, loan and insurance business, and has been secretary and treasurer of the Maple Valley Insurance Association since its organization in 1882. He is a member of the Methodist Episcopal church. Elected representative in 1918 and 1920.
