Representative from Appanoose County, he was born on a farm in that county September 13, 1889. He attended the rural schools and for short periods attended the State Normal at Kirksville, Missouri, and Drake University. Mr. Rice taught school five years, the last year being superintendent at Dike, Iowa. He read law in the office of H. E. Valentine, attended law school at Ann Arbor, Michigan, and was admitted to the bar in June, 1917. Mr. Rice was nominated for congress by the Democratic Party in the eighth congressional district of Iowa in 1918. After nomination, he enlisted in the judge advocate general’s department of the army and served in the Seventeenth division during the World War. He had an active practice of law at Centerville, Iowa, since returning from the war. In 1924, he was elected representative and served in the Forty-First General Assembly. He was not a candidate for re-election, but because of the death of Charles Harvey Scott who had been elected representative from that county, but who had died before qualifying, Mr. Rice was held over during the Forty-second Assembly under a provision of the Constitution. Mr. Rice married Miss Ruth Rhea of Centerville, Iowa, June 22, 1919, and to them has been born one child, David Fulton, Jr. He belongs to the Methodist church and is a democrat in politics.
