Representative from Warren county, was born in Tama county, Iowa, in 1877. His boyhood was spent on his father's farm and nursery in Cherokee county and his first farm owned home was near Cherokee, Iowa. In 1915 Mr. Felter was in charge of Iowa's famous Horn of Plenty at the San Francisco exposition. He was also president of the exposition agricultural club. He has judged agricultural and horticultural products at numerous county and district fairs, as well as our own and other state fairs. Was county agriculture agent for eight years beginning in 1918. Moved to present location in Warren county in 1926, where he has been president of farm bureau, farmers institute, school board, etc. Has a large commercial orchard. Married and has two sons and two daughters. Elected state representative in 1930, and now serving third term. A republican.

He judged the county exhibits at the Iowa state fair for ten consecutive years. He became county agent at Oakland, Iowa, in 1918 and continued in this position for eight consecutive years. He moved to his Warren county farm in 1926, where he has a large commercial orchard. Was chosen president of the county farm bureau. Married and has three sons and two daughters, all at home. Elected to the legislature in 1930 and re-elected in 1932. A republican.

Was secretary of one of the first corn clubs, also secretary of the Cherokee county farmers Institute. He purchased his first farm near Cherokee, later farming three years in Dallas county. In 1915 Mr. Felter assisted in the installation of the Iowa agricultural display at the San Francisco Panama-Pacific international exposition and was in charge during the entire judging period when Iowa won the grand prize on the famous horn of plenty. He judged the county exhibits at the Iowa state fair for ten consecutive years, also judged fruit for several years in this and other states. He helped organize several Iowa farm bureaus in 1917 and became county agent at Oakland, Iowa, in 1918 and continued in this position for eight consecutive years. He moved to his Warren county farm in 1926. Was chosen president of the county farm bureau, which position he resigned when nominated for state representative. Married and has three sons and two daughters, all at home.
