Attended National University law school, Washington, D.C. Entered Irwin-Phillips Wholesale Dry Goods Co. in Keokuk, a company established by his grandfather, Stephen Irwin, in 1856. Married Florence Johnstone of Keokuk. Has two sons, Alexander Johnstone Irwin and John Nichol Irwin. Trustee of Keokuk public library; past director of Y.M.C.A. in Keokuk. Postmaster of Keokuk in 1929. Member Presbyterian church and American Legion. His grandfather, John W. Rankin, a former senator, was colonel of the 17th Iowa infantry in the Civil War. His father, John N. Irwin, a soldier in the Union army during the Civil War, served in the Iowa house of representatives; five terms as mayor of Keokuk; was governor of Idaho under President Arthur, governor of Arizona under President Harrison, and United States minister to Portugal under President McKinley. Elected representative in 1928, 1934, 1936, 1938 and 1940. Speaker of the Iowa House of Representatives, 48th General Assembly.

Rankin, served in the Iowa senate from Lee county in the 7th and 8th sessions, and was colonel of the 17th Iowa infantry in the Civil War. His father, John N. Irwin, a soldier in the Union army during the Civil War, served in the Iowa house of representatives in the 16th and 19th assemblies. His father also served five terms as mayor of Keokuk, was governor of Idaho under President Arthur, governor of Arizona under President Harrison, and United States minister to Portugal under President McKinley. Elected representative in 1928, 1934, 1936, and 1938.
