Onawa Monona County Democrat Son of George E. and Hilda Ellyson Allen. Born in Iowa City, Iowa, May 4, 1913. Attended Onawa public and high schools, Compton Junior College in Compton, Calif. B.A. degree from University of Iowa in 1935. Served as deputy clerk of District Court for Monona county, 1935 to 1937. J.D. degree from College of Law of State University of Iowa in 1939. Admitted to practice of law in Iowa courts in 1939. Became partner of George E. Allen, his father, at Onawa, Iowa, August 1, 1939. President Monona County Young Democrats, National Young Democratic Committee from Iowa, member Delta Chi and Phi Delta Phi fraternities, American Bar Association. First term in legislature.
