Born in New York circa 1799. He married Dolly Bowen in Cortland County, New York, sometime before 1819. He moved his family to Iowa between 1834 and 1836, where he represented Dubuque County in the House of Representatives of the First Legislative Assembly of the Iowa Territory in 1838. In 1839, he was appointed commissioner to locate a site to serve as the permanent seat of government in Iowa City and oversaw the construction of the original capitol building. He served as the postmaster of Iowa City from 1839 to 1841. In 1841, he was appointed the superintendent of public buildings by Governor Robert Lucas. He married Mary Bliss on June 9, 1847, in Iowa City. He returned to New York and died there in 1852.
