Born in 1795 in Buncombe County, North Carolina. Mr. Owen was married to Nancy Paine, who died sometime before 1856. Census records show that by 1820 he had moved to Lincoln, Tennessee, and by 1830 lived in Schuyler, Illinois. He lived in Iowa as early as 1839 as he represented Lee County in the House of Representatives of the Second Legislative Assembly of the Iowa Territory. He lived in Washington, Lee County, until at least 1856. By 1860 he was a farmer and raised livestock in Visalia, Tulare County, California. He died there March 21, 1874.
