A bill for an act relating to duties of the secretary of state, by providing for transfer of the professional licensing and regulation division of the department of commerce to the secretary of state's office, and for transfer of duties relating to conduct of elections and voter registration from the office of secretary of state to the Iowa ethics and campaign disclosure board, and providing an effective date.
