A bill for an act relating to local government by modifying provisions related to franchise fees and by creating a pilot city program to establish efficient growth, authorize revenue sources other than property taxes, and provide city property tax relief through property tax credits, and by providing tax credits for the redevelopment of underutilized properties and clarifying the meaning of eligible business under the high job quality creation program, including penalties and including effective and applicability date provisions.
