A bill for an act relating to shared governmental functions among local governments by allowing certain cities and counties to be certified as freedom communities, affecting income and property taxation and fee-setting authority within such communities, providing other incentives for such certification, and by modifying the establishment and authority of community clusters, and providing an effective date.
