Healthcare should not be taxed to begin with, but raising the tax rate from 1% to 3.5% is outrageous. I would rather see sin taxes (alcohol and tobacco taxes) raised than see basic Healthcare taxed more. We respectfully request that this bill is not passed. We are retired and already pay high costs for our health insurance which increases yearly. This bill will only increase our costs to unaffordable rates. We would suggest that you do a deeper dive on the fraud and abuse of Medicaid users. Shirley is a retired healthcare professional who saw the fraud and abuse first hand. Medicaid patients always used the ER as a clinic instead of an ER. We also have illegal immigrants using Medicaid which should not be happening. We worked hard our whole lives only to find we are living paycheck to paycheck with Social Security and one IPERs check monthly. We have to live modestly and cant afford a lot extras. Our savings disappeared because of health issues. If you pass this bill it will not only hurt us but many Iowans who deserve better!Thank you for attention to this matter. As a life resident of Iowa I research everything we believe to be true about the healthcare system and connection to the food we raise and eat must start to benefit the human biofield. Healthcare starts with our food supply and choice. Can we agree how difficult it is to eat well, raise our own food and avoid toxicity in our food amd water. This bill HF2739, should be defeated and citizens of Iowa should be provided tax relief on all health care expenses including naturopathic and homeopathic healthcare. Citizens addicted to pharmaceutical medications are at an alltime high. This bill does nothing to improve healthcare. It only lines the pockets of an Iowa Government that that is too big and two overreaching. The authors of this Bill should be ashamed and instead focus on how to make Iowa great again by eliminating chemical farming and create incentives for pasture feeding. Our food producers and livestock operations must innovate in order to reduce the use of healthcare. I have always believed that If it makes you uncomfortable to discuss something and know if whats important as an outcome, then we should discuss it at length.. Example: 90% of Iowa resident egg buyers dont know the difference between free range organic cage free and pasture raised. My understanding is this bill will make healthcare costs in Iowa even higher than they are today. This appears to be focused on Health providers who provide or support medicaid. How can we ask our residents to pay even higher costs when you add taxes on to the insurance providers which in turn will be passed on to lower benefits and higher costs. I am strongly opposed to this bill. This problem exists because the Iowa legislature has continued to make tax cuts and has left our state in a serious deficit. Insurance companies will pass this increase tax cost onto its customers who are already paying high premiums. I am retired and this will put another financial burden on all Iowans especially elderly like myself. This is not right! The shortsighted view of continuing to cut taxes along with a huge increase in ESAs has left the state budget in a mess! I do not think Iowans should have to pay for poor GOP decsions.

I have perspective as a small business owner. I am also an insurance agent that works with small businesses on their employee benefits. I also work with individuals that have coverage through the Healthcare Marketplace. All the insurance plans on the Healthcare Marketplace are HMO plans. This includes AM Better, Medica, Oscar and Wellmark. These individuals have already taken a hit with the tax subsidy going down or going away completely this year. I will give examples of how much this tax will increase premiums.

After years of tax cuts and budget decisions that drained state revenue, Iowa House Republicans are pushing a plan to address their growing Medicaid shortfall by raising taxes on health insurers and dipping into reserve funds. This comes after Iowa Congressional Republicans voted for the largest cuts to Medicaid in history, as well as allowing the ACA health care tax credits to expire, which has raised premiums for thousands of folks across Iowa. This proposal will ultimately drive up health care costs for families, turning yet another Republican selfinflicted problem into a burden on Iowans.

I am already paying over $800.00 a month for health and dental coverage on COBRA! I am retired, but not yet 65. I am working a parttime job to help pay for my health insurance. Health insurance costs need to come down. It needs to be affordable and Obamacare is not the answer. The Republicans need to work with President Trump to privatize health insurance.

A tax on insurers is just a tax on anyone who pays for insurance. For profit insurance companies will simply pass this expense on to the consumer. I am against this transfer. If it passes it will raise the cost of health care premiums to $500 for a family of 4. Again the working class who are struggling to make ends meet will pay this increase cost. A cost that arose due to the tax cut for the wealthy in the recently passed big ugly bill which also cut the affordable care act and medicaid coverage. Again hitting people who are already struggling while the wealthy get a break. This is occurring while the cost of groceries , the cost of child care, housing and gas prices are rising as the number of jobs are decreasing. Healthcare costs have already taken a hit and this will continue to negatively affect the same segment of the population.To do this at a time when healthcare costs are rising is going to hurt Iowans.

While I appreciate that the recent tax cuts are untenable for the longterm health of our state's budget, the proposed tax increase in this bill will be transferred directly to consumers, further depressing the already anemic economic growth in this state, and probably inducing at least some of our population to move out. If our goal is to increase tax revenue, it would be far better to reintroduce a progressive income tax. If the goal is to improve healthcare in this state, we would be ahead to implement a singlepayer system instead of doing this. No on HF 2739.
