The ability for a local emergency management authority to be funded under the countys supplemental property tax levy MUST be removed. Our authority now has a 10 million dollar annual budget. They need to have their own levy line on our property tax bill and be responsible for their own budget and audit. This is currently a silent government with no direct accountability to the public. The authorities are assembledwe cannot vote them in or out. They should not be allowed to be buried as a supplemental line in the county budget.

Structuring the emergency management agencies like the Conference Board is not appropriate. School board membership is not the proper use of resources.
