I support adding more dispensaries, but why do they have to be federal racketeering organizations? Iowa is too lazy to obtain a federal exemption, under 21 CFR 1307.03 and waiver under 21 USC 822(d). Is this an oversight? Or, is Iowa actually trying to promote criminal gang activity? Congress has waived criminal enforcment for the past 10 years in annual appropriations for the U.S. Dept. of Justice, but civil penalties still remain, and patients enrolled in this program are selfidentifying as federal criminals, which is nothing short of entrapment. The medical cannababidiol board has been asking the legislature to address this since 2019. What a horrible example tis sets, only criminal organizations can serve the needs of Iowans. How pathetic.
