Section 11 of this bill is unconstitutional. If you allow hemp flower to be produced and sold, you can not say there is a presumption someone will inhale it. That is entrapment. Just make it illegal to produce it or sell it. Don't put people into this kind of trap. Whatever happened to presumed innocent until proven guilt?
