Regarding HSB 698, it will increase inflation, increase costs of living, and reduce economic development. With around $6 billion in electric transmission projects slated for Iowa, competitive bidding will modestly save 20%, equaling $1.2 billion. MISO's stated purpose on its own website says they want to 'enable competition among wholesale capacity and energy suppliers in the MISO markets and allow for competition among transmission developers.' I would encourage all legislators to not get caught up in the process of the previous ROFR legislation and subsequent court rulings, and focus on what the bill before you actually does. You have a couple of large players in the state asking you to legislatively create a monopoly for them. I don't believe the state of Iowa needs to create essentially statesponsored electric transmission providers. Do not pass any rendition of HSB 698. Thanks for your time and consideration.
