Use of Public Property for Private Gain: Allowing private entities to charge the public for access to public waters of the state is seen as using public property for private gain, which is impermissible. Also Inconsistency with Existing Laws: The legislation allows for the creation of rules that could be inconsistent or incompatible with existing laws, potentially leading to confusion and legal conflicts. Public Safety and Confusion: The potential for differing regulations between what's required by law and what's enforced by associations could lead to public safety issues and confusion.

I am opposed to this bill. This legislation allows the creation of rules that could be inconsistent or incompatible with existing laws, potentially leading to confusion, legal conflicts, public safety issues, and the question of what entity enforces the "rules. Could this bill override local zoning ordinances? I have many concerns that I did not express in this short comment.Please do not vote to advance this bill.
