I am opposed to this bill. This bill will create a lot of harm to students who are seeking higher education as a means to self independence. Students who are non citizens may still have the possibility of become citizens. Hindering their ability to pay instate tuition now will benefit no one as these students will be joining the workforce anyway. Preventing students from higher education will decrease the number of professionals in the workforce in the future. This means less doctors, engineers, lawyers, technicians, policemen, skilled laborers, etc. This bill will hinder Iowa's economy in the long run. Citizens overall will be hurt by this bill.

As a student who is a US Citizen, I believe all students who have called Iowa their home for many, many years should be entitled to instate tuition just like me. I oppose this bill because it's aimed to exclude even more people from our already exclusionary and restrictive higher education systems. If Iowa wants to keep and attract talent, and produce a competitive workforce, we need to make education accessible to all those who have an interest in it. If we want a workforce that is ready to also buy homes, get married and have children in our state, why make it more difficult and saddle them with more unnecessary debt right after college due to an unequal tuition system being imposed to students who because of different reasons may have different immigration statuses even though they have lived in Iowa most of their life? This bill is unfairly aimed at a very specific community, and it's aiming to rob Iowa of workforce, it's aiming to take away economic activity and taxes from Iowa by driving away potential students, and it's seeking to impose more debt on students, thus contributing to the current student debt crisis. I urge legislators to vote against this counterproductive bill.

Hello, I am a student at North High, and I am tired of constantly having to fight for human rights. One of the reasons why families migrate to the United States is for a better education. Please consider how this will affect future generations. Without a college degree being accessible to undocumented folks, the workforce percentage of immigrants will decrease. Evidence has shown on the data collection "Immigrants in Iowa" americanimmigrationcouncil.org that "126,469 immigrant workers comprised 7 percent of the labor force in 2018. They have also quoted, "Immigrants are vital members of the Iowa labor force across industries." American Immigration Council also establishes that Immigrant workers were most numerous in industries like health care and social assistance, retail trade, educational services, and more. These numbers will no longer be displayed if you pass this bill because of your ignorance. There will be a significant decrease in the workforce. Subcommittee members CollinsCH, Scheetz, and Wheeler, you guys are not the future for upcoming generations; undocumented folks are. They are the future workforce and can continue if you do not pass this bill. Please consider that you will not create a positive impact in the state of Iowa, and acknowledge that you guys can focus on actual issues reoccurring in Iowa. I had to work 60+ hours to pay for school and I can testify that it was a heavy economic stress, but manageable. If undocumented Iowa high school students were stripped of the opportunity to have access to instate tuition, there would be far less chances of these students to contribute to Iowa's socioeconomic wellness. Undocumented students who are living in the state of Iowa should not have to prove their citizenship. Instate tuition should be for everybody who lives in the state of Iowa. One can easily show this by providing ones address and showing that they receive important mail to the address. This bill is discriminatory and unnecessary. I have been in Iowa since 1963. I served in the US Army, to include combat in Vietnam, from 1968 to 1970. I graduated from the U of I law school in 1972 and practiced in Iowa until retiring in 2016. I knew of US Army soldiers who were not US citizens, in combat zones who could apply for us citizenship if they were still alive after serving. They would not be able, under this bill, to be granted in state tuition. There is a process for naturalization through US military service. They would not be able to be granted instate tuition while this process took place. Please do not prevent them from paying in state tuition after they have served in the US Armed Forces.

I am fundamentally opposed to this bill, which would not only hurt students like me, but would also hurt Iowa's community colleges and universities, and further amplify an already dire labor market situation. My primary concern is humanitarian. I was undocumented when I started college in 2011. Despite graduating at the top of my class, I did not qualify for any government aid or student loans. I decided to attend the University of Northern Iowa because it was affordable. With instate tuition and a handful of private scholarships, I only had to pay around $500 a month for 10 months a year. Even at this rate, I had to hold 2 jobs in college, working over 60 hours a week at times to afford tuition. This would have been impossible if I had to pay outofstate or even international rates. After leaving and returning several times, I graduated in May 2022 with a B.A. in Public Administration and a minor in History. At this point, I had DACA for almost 10 years, but was still not a citizen. In this time, I worked for a mortgage servicing company, for the State of Iowa, working with Migrant and Seasonal Farmworkers, and most recently and currently, as the Director of Community Impact & Engagement for a philanthropic organization that supports health and human service programs in local communities. I am a tremendous asset to the State of Iowa. I am also not an anomaly. My sister, my friends, people I've met along my professional journey, share a similar story to mine. We were able to obtain higher education because of affordable instate tuition. We have gone on, postgraduation, to serve our state in various capacities. We are tradesmen, social workers, educational counselors, teachers, attorneys, directors, and CEOs. We make up the foundation of Iowa. If you continue to make the State of Iowa an unwelcoming state for immigrants, many of us will leave. You will lose some of the best talent in the state, and you will destroy the ability of younger students hoping to attend Iowa's Community Colleges and Public Universities.That said, I fear that the state of our current state political system doesn't listen to the humanitarian aspects anymore. I urge you to look at the financial toll this will take on Iowa's economy. Let's start with the regent schools, alone. Combined, the three regent schools are down almost 12,000 students. While all three did report a slight uptick in enrollment this year, it is nowhere near enough to reverse years of a downward fall. This bill will further amplify these enrollment issues. On top of this, this bill further burdens higher education institutions with finding the resources to implement a system to keep track of documentation they previously didn't need to. With the budget cuts that are sure to come with declining enrollment, how does the state justify placing an additional burden on our schools?Finally, I cannot overstress how troubling this bill is for our labor market. Iowa needs immigrants. According to the U.S. Bureau of Labor Statistics, Iowa had 88,000 job openings as of November 2023. I worked for Iowa Workforce Development for 16 months. During that time, I had an intimate look at how hard this state agency was working to fill employers' needs. We are seeing the biggest shortages in key midskill industries the very same industries that require community colleges and 4year colleges to keep enrollment up and keep graduates here. Iowa needs nurses and healthcare workers. Iowa needs teachers and education workers. Iowa needs trade and manufacturing workers. The list goes on and on. A quick glance at Iowa's Labor Market Information website shows us that these gaps are not going to be filled with our current workforce. This bill would move Iowa in the exact opposite direction that our economy needs us to be moving. Instead of taking control of immigration through licensing reform, you are proposing legislation that will further lead to Iowa's economic downfall. The Iowa Business Council has been urging both the state and federal government to pass immigration reform for years in order grow the states economy and keep employers in the area. If you pass this and other antiimmigrant legislation, you are putting the nail in the coffin for Iowa's economy.

This bill is a negative bill that accomplishes no good for anyone, and punishes many. Enrollments at both our community colleges and universities have not reached a level that they can afford to turn away any student at the instate tuition rates, already a challenge for many US citizens. DACA registrants for 12 years have been able to follow their citizen schoolmates into post high school careers, open businesses or become valued employees will no longer be able to obtain the education necessary to increase their skills as they have fewer scholarship opportunities. Hopefully, Congress will finally act and grant citizenship to our DACA registrants, and we need them! According to the State Data Center and the Bureau of Labor statistics, 18% of the Iowa workforce is 55 or older in occupations across the board, and these folks are beginning to retire. The fertility rate (number of babies per woman over her life time) needed to keep the population steady is 2.1. The national rate is 1.9 and Iowas is 1.7, so at the same time our workforce is retiring, there will be fewer new folks to replace them. A look at the Iowa Workforce Development Laborshed reports used to paint a picture of the availability and other characteristics of the workforce show shortages in virtually every occupational category. Ironically, one of those is medical support personnel, nurses aides, critical care and rehabilitation center workers and others needed to support the growing number of retirees. This bill has no positive effects and would be a factor in depriving Iowa of needed growth opportunities.

The creation, the basic tenants, of this proposal may well be showing the last refuge of hope for a global community, global education, is itself manipulated by those skilled in disruption via a quality education! Many factors seem evident: profit margins, research funds, developmental costs of our colleges and universities. For what rational reason would proof of citizenship improve the financial security of the state's colleges and universities? The logic fails.However, as this type of legislation points out, the gift of an affordable education may well be egregious. Need it be explained? Those with whom an education was available created this conflict.

Starting with the cuts to Area Education Agencies, the redirecting of funds from public schools and now an attempt to exclude individuals from community college our state is well on its way to dumbing down the population. It is disheartening to see the move towards restricting quality education when we should be heading in the opposite direction.

Most universities and community colleges already charge undocumented students international student tuition regardless of how long they have resided in the state. In addition to this being redundant and profusely unnecessary this proposal only aims to further restrict undocumented students from pursuing higher education. Higher education should be accessible to all, just like public education is, regardless of immigration status. On average, undocumented college students pay about 50% more than their citizen peers and this proposal would exacerbate that number. Hispanic college enrollment and graduation rates are much lower than White, Black, and Asian enrollment rates and this proposal would widen that discrepancy. Iowa has limited access to tuition and financial aid equity for undocumented students. This restrictive policy would widen the Hispanic education gap and encourage students to enroll in neighboring states like Minnesota and Illinois that have comprehensive access to education, taking their money with them. Additionally, the vague language of this file would restrict those currently in immigration proceedings from pursing higher education out of fear.

Many comments in support of this unfortunate bill include a number of misperceptions. Enrolling a student at the instate rate does not increase anyone's taxes, and if enough additional enrollments were made at the instate rate, the increased tuition money might result in the university or community college to reduce fees for all students or decrease the dependence on state money to operate the school. Our community colleges and Universities are not oversubscribed and there is plenty of room for more students to the benefit of all. Also, many commentators have mistaken noncitizen for nontaxpayers. Not true and everyone should get the full benefits of the taxes they pay. Like US labor law that includes all workers regardless of immigration status, tuition based on residency should depend only on residency. In Iowa's search for bright minds to fuel its future prosperity, a winning tactic might be to eliminate outofstate or international tuition for any student that agrees to settle here rather than taking their education to another state or country to benefit them. The fact that there are alternative ways of thinking about tuition fees reveals that the concern that led this bill indicates that its only purpose is to add additional handicaps for DACA and others who are here, not to benefit anyone in Iowa.

In fact, I would argue that the bill targets limiting education, so that a select few can continue to control and manipulate the system of democracy. As subcommittee members you are bound by the Constitution of the State of Iowa however, you do nothing to strengthen the free will of the people, but target the most vulnerable. Bill HF 2128 clearly targets the Rights of Persons, article I, section 1 which states All men and women are, by nature, free and equal, and have certain inalienable rights of which your erroneously are compelled to trample on. Is the state of the union, all be it an imperfect democracy, not enough for you to be proud? This bill would prevent a lot of hardworking, motivated students from being able to earn a higher education and make a better life for themselves. Because the citizenship process takes so long to complete, many of these students may have to wait years before they could afford to go to college. Please do not pass this bill. It will create yet another barrier for students whose families are simply trying to live a better life than they left behind.

Oppose no strong argument can support this. Weak arguments include bigotry. Many undocumented youths have called Iowa home a majority of their lives, and their families contribute to the strength of our communities. They should be included in the ways we incentivize young people to attend college in Iowa.

This bill is a terrible idea. It's out of step with the values declared on the Statue of Liberty. It will make Iowa less welcoming, and in doing so harm undocumented Iowans, their friends and family, Iowa's economy, and Iowa institutions of higher education.

It would be detrimental to the youth to have this stress. Let them get an education. For most of these children the United States is all they know. To stop them from getting an education would hurt them, they deserve to get degrees and be the change to a greater world. Again, for most of these children this is all they know.
