This bill aids and abets the current land grab by CO2 pipeline companies in Iowa. Citizen Engagement is against the use of eminent domain for private gain. Citizen Engagement declares AGAINST SF 411.

Local jurisdictions must maintain control of all regulations and ordinances, setbacks etc and never relinquish control same. Energy is important but maintain control to protect folks with home rule of our beautiful rural areas must remain with local jurisdictions, county and small communities! If we relinquish our rights to protect the people, folks from urban areas will control our rural areas. We The People must always maintain control of our areas at the county level.

Local control on the issue of horrible wind turbines and solar fields is a must. I want my county to be able tell these horrible entities to pound sand when needed. I dont want wind turbines in my county. Id rather have a nuclear power plant or gas fired power plant in Washington county. Ill be calling Governor Reynolds, too. This bill needs to die in committee.

This bill is horrific for the lesser magistrates. What happened to self governance and allowing local governments to decide what is best for their community? This paves the way for the next mandate for green energy of required EV charging in every town or every so many miles on a county highway. It prevents counties from passing ordinances against wind and solar taking away the communitys voices that DO NOT WANT THEM. IT ensures that all future aviation fuel and or biodiesel pipeline NEEDS are granted without any regards for the counties or cities that they will pass through. VOTE NO!

Decisions specifically impacting counties and cities should be left to COUNTIES and CITIES.

I thought Republicans, and the state Republican administration was about LESS GOVERNMENT, less government control, less interference in local matters. This is the opposite. Do not impede local governments from doing what is best for their residents.

Per our own Governor....the right to our land is a given....the right for Summit to take our land is unlawful...do your job...protect our land from private for profit land grabbers.vvDo not allow this bill to pass.

I strongly urge a NO vote for SF411. Local power and control of issues that affect us must be maintained.Do not succumb to pressures from big government and big business.

Christine Sigwarth []
Do not support SF411. Iowa's legislature is attempting to take away the power of cities and counties from passing ordinances re: "energy sources" and their infrastructure. Such bills may impact the ability for local governments to protect their citizens from pipelines, such as the Carbon Capture Pipelines.

Barbara Clayton [Iowa Liberty Network]
Vote No! The power to create setbacks and site projects needs to be done at a local level; do not take this freedom away from counties and cities.

Kill SF 411We need to keep local control for our towns and county. Each town and county is unique and better know what is best for their constituents.
01-18-2024
Tammy Kobza []
As Iowans who value local control over matters such as determining ordinances, etc. for "energy sources" and seeing how the battle has filtered down to the county level with the scam of the CO2 Capture Pipelines, this SF411 is nothing more than a way to remove that power of counties and cities to protect their local citizens. Kill SF 411.

Please vote NO on SF411.It is important that the State of Iowa uphold the principal of local control. Our locallyelected officials, including county supervisors, are accountable to their citizens. That is why they are empowered to develop ordinances, etc. In Iowa, we trust the people who are in our own communities to understand what is best for those communities. The State should NOT interfere with or intervene in local issues. Trust the people of Iowa take the moral high road. Vote NO on SF411 because our liberties we prize and our rights we will maintain.

Please vote no on this bill. We must keep local control!

Do not advance SF411. Local government should not be stripped of it's role to protect Iowan's constitutional rights. This bill would open up a pandora's box of abuses for Iowa's citizens/landowners.

Sondra Schepper []
SF 411 is a wolf dressed in sheep's clothing. It needs to die in subcommittee.

We have been fighting against the carbon capture pipelines and believe that this kind of legislation SV 411 does the opposite of what is needed in Iowa. Keep decisions local and quit delegating authority to unelected people on boards. Please kill SV 411PS Eminent domain should never be used for private companies. Respectfully, Linda and Barry McNeill

Without protected private property rights we are no longer a state! The constitution clearly states in the wording the pursuit to happiness as the right to own property! If the state wont do its job and protect our rights the counties will have to! Kill sf 411

Please Stop The SF411 Bill. What happened to less government and local control. Thats what the Republican Party stands for. What happened to our rights? We are at risk of losing them to greedy corporations who need tax write offs just like the windmills. We The People have rights. Landowners have rights. This is unbelievable we are even having these discussions in Iowa. Dont sell us Iowans out to the highest bidder. We elected you all into office in good faith that you will protect us and not the government.

Brian Schepper []
Follow the Constitution that you swore to uphold and stop these scumbags from trying to steal our private property rights. No More Green Energy Crap! It's all a Hoax!Wasted money and precious materials, for what? More Pollution in the End!Just Say "NO!" to SF 411Thank you for your time.

Please vote no to this bill. Local control must not be lost or ordinary citizens would not get to give input to important decisions that would impact their county. To me, this bill is the precursor for the next step of adding hazardous CO2 pipelines as an amendment.

William Hoffman []
Please remember local control means, local control.

Do not change the rules to benefit corporate interests that seek to use Eminent Domain on our private Iowa lands. Voters are watching you. Do not take away our State and county rights to govern ourselves!!!

Please vote against this bill. This is not how we help the people of Iowa this is turning over our freedom to big business.

Douglass Campbell []
Very interesting that Waylon Brown, chair of the Commerce Committee, brought this forward last year as Senate File 1085. Interesting what happens legislatively when the single motive is Corporate Greed. Private Property rights are the foundation of our government and economy. We can not overthrow these principles for the greed and profit of a few (corporations) who have control of a single Iowa Senator.

Debra Freeman [Landowner]
It is important to protect all property rights! Private land needs to be protected from unproven technologies, and private industry. In Iowa we need to protect native areas and endangered species. Conservation land is one way to protect land. We also need to stop foreign governments from buying up farm land, and private properties, there is a fear of foreign countries taking over water sources and food production.

Please vote NO on SF411!!!It is vital that the State of Iowa uphold the principal of local control. Our locally elected county supervisors and other officials are accountable to their citizens and need to be empowered to develop ordinances, resolutions, setbacks for both safety and economic development, etc all in the best interest of their county's citizens. The State should NOT interfere with or intervene in local issues. Vote NO on SF411 because "Our liberties we prize and our rights we will maintain".

SF411 is an obvious concession to the forces intent on imposing dangerous, hazardous liquified CO2 pipelines upon the rural Iowa landscape despite the fact that nearly 80% of Iowans do not want these pipelines. The principal beneficiary of the bill is Summit Carbon Solutions, not the people of Iowa. The people of Iowa desire, expect and currently have local control such that counties and cities have the right to things like setback ordinances regarding such types of infrastructure. Such rights need to be upheld, not dismantled. I am appalled that this subcommittee would even consider SF411. This bill needs to be kicked to the curb. In Iowa, our liberties we prize and our rights we will maintain.

Laura Carlson []
Please vote no on this bill. Local jurisdictions must retain some control of our community and rural areas.

Rutgers University Law Review, Summer 2021, Vol. 73 12341244 made conclusions regarding Iowas Constitution with regard to energyrelated takings conducted by private entities. From the study, With its decision in Puntenney, the Supreme Court of Iowa has likely left its citizens vulnerable to continued deprivations of private property by private entities as the American energy revolution continues apace.SF411 would only compound already inadequate property right protection.https://rutgerslawreview.com/wpcontent/uploads/2021/12/06DeBenedettoWebsite.pdf

LOCAL CONTROL, gentlemen! Please vote to end SF411. No one knows the needs and desires of local citizens better than County Board of Supervisors, City Councils, etc, and these Boards control the purse strings.SF411 looks like the legislature is getting very cozy with the likes of the land grab by forprofit companies, some with no or only recent roots in Iowa.PLEASE dont take away our property rights, or remove any power by local boards! Thanks!

Vote No! Local control of land by landowners

Republicans historically have backed and fought for local control and private land rights. Why are these both in jeopardy right now surrounding this massive, privatecorporate CO2 project proposal with the hands of MANY political operatives and foreign investors in the pot, coincidence? We may not be wealthy or have easy access to influence, but we aren't stupid, and we have the power of voting...or is that on the agenda to be taken away, too? What is the intent behind this bill? Why has it been slipped in and fasttracked? Please remove this bill from consideration at this time for further understanding and discussion.
