No one likes to pay taxes. However, PERL funds are ones citizens vote for. They are told in advance what the money will go towards. In our town things like improving the playground and resurfacing the track have been paid for by PERL. You want young families to stay in small town Iowa? They want recreational opportunities for their children. Why would you erase the opportunity for voters in a districts to choose to pay for these types of things?
